In Virtual Villagers, how do you make a villager a master scientist?

I need to have a master scientist in Virtual Villagers: A New Home. I need one to advance in the game. I have two people that are adept scientists, and even though I keep them researching nonstop, the bar on the detail screen about research never goes up, not even a little. Is there anything I could do to try and fix that? Thanks.
