Is it common in Denmark to just stare at other people?

The Danish foreign exchange student at my school always stares at other people. Blatantly. I'm wondering if staring is just a common custom in Denmark. She's cute and socially adept, but the staring weirds people out. Like she'll turn around in her seat to stare at people behind her, for a long time... they'll make eye contact but she'll keep staring anyway.
